Reloadable credit cards with Paypal

Questions regarding reloadable credit(debit) cards:

Do Paypal and eBay recognize this as a bank account?

Does this raise any additional flags if I use this to verify instead of a bank account?

What companies do you recommend that I can do all this and withdrawal directly onto the card?

If you can get deposits to the cards...YES it can be a bank account.

No red flags here.
