International Shipping with Paypal

What happened with usps international shipping through paypal?

I purchased a label a few months ago for someone in singapore and was not an issue. Now I can't seem to find how to do it.

PLEASE help!

You can create international priority and express mail shipments but not first class international (the cheapest method for low weight packages). Endicia and stamps.com both allow you to do this but they are both subscription based and charge a fee.
