paypal login problem

Is anyone else having trouble logging into there paypal accounts? Mine is like loading like it wants to log in but just keeps trying.

Its like this over a couple of accounts. Its been like this for 3 days now.

Could this be down to them cracking down on dongles? Anyone else having this problem? What can i do to fix this?
