Can anybody explian this why Paypal puts 21 hold on some transactions but not all?

I think my last post regarding this didnt go through or whatever.

I sold lets say 3 laptops within 1 hour. 1 payment went through without a hold but the other 2 went had a hold and this was all within 1 hour..?
