This credit card has been denied by the bank that issued your credit card. What?

I bought a walmart card activated it and all. I went to enter it into paypal and the message "This credit card has been denied by the bank that issued your credit card" whats the deal?

Probably just $5.00 - $10.00 as they usually do a test charge to make sure the card is active.
