I am trying to empty out my Paypal account.

I have like $859 in my PP account at the moment and have already withdrawn my $500 limit. I cant add a CC to lift it and I dont want to add a social. What should I do? How can I empty it out?

Add a giftcard, register it with the Paypal Account info, add it to PP, get expanded use, verify...be careful about withdrawing that $800+ all at once if this is a new PP account

Or, apply for a paypal debit card, and then buy a gift voucher from a store with the money in your account.
