Has anyone here tried changing their PayPal COUNTRY?
 
I have an Indian account with $1400 stuck in it (restrictions only apply to Indian users). Would I be able to change the country if I called them from another country and told them that I live in that country now? I could get them the necessary documents.

I don't see why it wouldn't work. What do you think? Has anyone done it before?

Very dicey issue in my opinion - I have never tried this but you have to think like pa yp al...possibility of fraud and id theft...you might get hit with heavy heavy ID verifications only to have pa yp al say "Thank you for the info but you are too high risk - appeal denied - see you in 180 days".

It is not possible to change an account from the country it is active in, PayPal do not allow you to change the country of your PayPal account due to financial laws being different in different countries.

You would also have to have financial information (bank account, credit cards etc) set up in the country you want to change to.

Your account is only active in the country you registered it.

A VCC wouldn't suffice? It doesn't seem like a that great idea anymore, but still worth considering.

^^ But you can't change the country of a PayPal account so you would have to open another with your IP located in the country you want to change it to.

VCC would not be enough - and VCC would cause even more troubles.

NO, IT IS NOT IMPOSSIBLE.

I have changed my country on Paypal before.
And on eBay too.
My eBay and Paypal were registered in country X.
When I went to UK, I wanted to sell on ebay UK but because I had not met the requirements for international selling, I could not.
So the solution was to change my eBay to UK registration and I did.
I think I had to call them up.

And then Paypal gave me an issue regarding the eBay selling in UK and I had to change my Paypal address to UK too.
So I called them up too and they changed it for me.
I think I had to send them proof of ID, which I think I used my passport.
I did not have any proof of address in UK at that time.
I also did not have a UK bank account at that time.
However, note that the Paypal acc had been bank verified to country X's bank a long time ago and this wasn't a new account.
Also, this old account did not have much activity on it (almost none) so it was very clean (nothing that they can find fault with).
After they changed the address to UK, it continued to be linked to the bank in country X, no issue.

The whole process took about a week and all was done and good to go.
I had to call them up a few times.
I told them the reason for the change is that I am in UK now and I want to sell on eBay UK.
I called them using skype from UK.
However, do note the specific circumstances of my account.
Also, country X and UK probably receive a higher credibility than India and China.

It has worked for me and I continued to use that Paypal account with no problem, even after I moved back to country X for 1 year.
And somehow, for that funny account, I am able to add addresses for other countries after that was done.
I have addresses of 3 different countries on that Paypal. :p
Oh, this was in late 2010. So I'm not sure if it can still be done now.
But I think with eBay and Paypal, there is never a guarantee for anything to work or not work.
All you can do is try.
You need to determine if the risk is worth the outcome.
