Which Country Has Less Restriction for Paypal ?

I heard that different countries have different restrictions for Paypal account.

Like USA, they make you give SSN.

EU countries when your account hits 1000 euros or so you have to send verifications ....

Anyone knows which country is the best or easiest to open stealth account in?

What good is having money in PP if you can't get it out? Not every account will need SSN.

Funny stuff haha. But, some of the Asian members here do say their countries are not lenient at all with eB ay, especially China.
