Stealth Phone Number for paypal.

I was wondering what is a good way to have a phone number for each of my stealth paypal. because it seems they paypal is calling my stealth accounts which have ⊗⊗⊗⊗ phone numbers.. is there any suggests? to have a phone for multiple stealth paypals.. and the cheapest way possible? or if i was to put a phone number that didnt exist would paypal still limit my account?
