If so you win the chargeback. It's a rule by banks. PayPal may not know, though, or may just not care.

seriously file in small claims court dude. Im serious. That is such BS. You can get that plus pain and suffering. I mean seriously you have the credit card compnay and the guy who did the chargeback on your side. It will cost you $40 to file. Paypal will roll over like a dog.

of course paypal wasnt on the level. when have they been haha. Freaking double dipping. Not having to pay the chargeback but still taking it from you. And you can make it worth your wild.

You have the tracking number still right. That shows delivery, get the buyer to send you a certified letter stating what he did, get the credit card company to send you a certified letter stating that they faxed and tried to talk to paypal and all this. You could easily sue paypal for like 1500 citing pain and suffering...the fact that this put a hit on your business how they didnt actually investigate (as shown by your evidence) and accuse them of basically trying to steal your money.

Paypal is scared of that stuff because if it goes to court and they are found guilty then they have a record. Thats why they always want to settle out of court. So they can pull the whole we'll pay you all 40 million dollars but we wont admit to any wrongdoing

If you want to help with paypal getting a record, once the trial starts, alert the media.

I had the same thing happen and never saw the money to this day. PayPal is very crooked when it comes to chargebacks. I have never won a single one.
