One thing I dont get...
 

Say you want to open up an ebay account with an IP outside your state/province.

IP is no problem with Dial up. But what about the Paypal account? I mean if I live in Montana and open an ebay in Seattle, my IP is Seattle, but my bank account is still in Montana regardless of my IP. I have to give paypal the routing code etc etc, which, presumably, is transparently in Montana (how hard can it be to maintain a list of routing codes by state anyway?).

Doesnt Paypal catch this out?

[Why would I do this? For no other reason that Dial Up is useful because you dont have to log each and every time you check your mail/ebay. But there are a limited number of them per areacode after all...]

i think that is why i got limited. my address was registered one state over, and my ip was another state.

Well, my address will match my IP, ⊗⊗⊗⊗ address anyway. But the bank account routing number cannot, right?
