eBay Suspended & PayPal Limited Forums - What the difference between VCC & giftcard ?

Hi there ! I'm lost about all that !
I'm in Belgium - Europe, isn't it great ? so ...

I'm trying to re-open a brand new PP : but what the difference between VCC & giftcard ? Anonymous ok but ... ?

Can I use a bidpay or anything else if I'm not in US ?

Giftcard is physical and tends to be looked at more favourably than VCCs - some VCCs are even blacklisted off the block.

One more question : here in Belgium, with ing or buyway accounts, we can have a prepaid card (anonymous) > is it the same to use with paypal ?
This prepaid card is limited to 250 € ( +/- 300$).
