Question about SSN

My address and name is banned but I haven't used my SSN. Can I make a paypal account with my name and SSN and just change the address to a relatives? Then make an ebay account off that?

Personally......I would use your real name and ssn on a P.O. Box Address ($5-10 a month) in a city that your banned account was not used in.
