what is buying limit for non-account paypal users? or is there one?

My paypal has been banned for low DSR ratings, so i got a new debit card and purchased $2000 worth on ebay, but now its saying that my card cannot be used for this transaction. Is there a limit for how much you can buy if your a non-paypal user? does anyone know the limit? I'm trying to figure out if its my card that got banned or its because i reached buying limits for non-paypal purchases. thanks!
