when you try to add a
 

bank account that is already in another paypal account, you get an error, saying for security reasons each bank account can be associated with one paypal account
if i remove that bank account from my old paypal account, will i be able to add it to my new paypal account, or it will still give me the same error?

You just linked your Paypal accounts together. Best bet is to use ING for a new savings account.

Yeah even if you delete it, they retain the info and they become linked

my old account is still active, and i want to create a new one. the reason is a long story, you can read my other post about paypal withdrawals.
i dont mind if they are linked, if i remove it from my old account, will i be able to use it for my new account?

They will probably limit you when you try to withdraw...thats the problem with them being linked
