Off Shore Bank Accounts

I am looking for an OffShore Bank account, something like ING but offshore and doesnt deal with the US for the most part. Anyone have any suggestions?

..bay, this will depend on what you want to do with an Off Shore account.It
can be complex and expensive to do so. here's a couple of sites that may
help:
