Looking for help lifting paypal 'Confirm Location'

I am in need of help lifting a few paypals that have confirm location limitation on there.. I assume I need someone who can do AVS VCC . Please Inbox me if you can provide these things.

Careful with Pp confirm location once you confirm the card then they will confirm your location using the telephone number you provided then it will fail stating that they couldn't verify your phone number using databases....
