Please help A Csutomer is Filing Claims and keeping my items.

I would like some advise or help!
I sold some items to a customer he filed a claim not as discribe and he wnats fulll refund and does Not Plan to return my items back to me.
the dude is keeping my items and almost 200.00USD
What can i do Paypal told me to issue full refund and he keeps my items

WTF with Paypal!!

I Offer to pay for return Shipping.
I refund for one item in good faith ...that he would return them to me and i will refund the second item! he is Now ignoring me and does not reply!
What can i do do ?

In ALL of my Years Selling online, I NEVER Heard of Paypal doing this, Paypal has ALWAYS insisted that the Buyer Return the Item.

How old was your account?,,,Were you selling some type of Digital download?
