Tip toe...through paypal
 

Ok So ive got a new Ebay A/C... went a head and kinda sorta got a paypal A/C, well I just signed up with my email,... Sold and Item and the buyer paid me thoguh paypal...Before I could tell him not to. Ook.. Now I get an email from paypal saying to Confirm my A/C by logging in, and Accept the funds...

Now, With buyers who try to pay though paypal, will always have to wait for me to accept the funds?? this way if I tell them I wont accept paypal, AFTER they paid, will they be able to cancel it?

this was for only $40 so not to big of a deal...I figure I could just use it as petty cash.
AND will I be able to use the A/C with out attatching a bank account?

Yes, In order to get your PP account verified w/GayPal you do.

well i dont care about being verified, I mean if i never want to deposite funds into my bank

It depends on the volume of items you receive, if you are using it to buy they may not ask for it but if you are selling and you start received a high volume of items they will ask. How else will you get the money if you dont add a bank account? Sending it through other accounts (depending on the volume) raises flags these days.
