New accounts without VCC/VBA?

How much money can you receive on a paypal to paypal transfer without having a AVS VCC and VBA added yet, in a U.S. account?

How much of this received cash can you then send to another account?

without being limited and asked for it all?

Then how far can you go with only either a AVS VCC or a VBA?

There is no definite receiving limit, but the chance of limitation is drastically higher if you don't verify it.
