Make another PayPal account when the old one was blocked

Hello,

About 2 years ago my PayPal account was blocked because I had a dispute with them, they believed I had to pay them for something when I wasn't supposed to, I informed my bank to block PayPal requests to charge me and after a while PayPal Blocked my account.
I want make a new PayPal account but now I have another address and bank account, If I'll make a new account will PayPal charge my new bank account for the "debt" they think I have ? Am I still present in their database will I be able to make a new account ?

*Another thing, I don't know if it makes a difference but I had a "paypal.co.uk" account now I want to make a "paypal.com" account.

Welcome to the forum - best to go stealth now and make new accounts in completely new and fresh info. If PP finds out you have a second account with some ties to an account with amount OWING...you can bet they will shut you down and ask to be paid.
