Brand new BOA linked or so paypal claim

I just opened another BOA account. Set up a new paypal account using a different MAC, IP, and all different info. When I attempted to lift the limits it says this bank account is linked to another paypal account. There's no way that could be the case... it's a brand new bank account and has never been used for anything. What could be causing this?

Paypal is all fked up.... possibly theres another user with the same account number but different boa routing number and paypal is bugging out. One thing I know if it says that you need a different account.

Very odd - only way I see is if it had been used. BoA does not recycle bank accounts last I heard.
