any way to find out what country a paypal member is registered in?

I know the PayPal seal link shows you what the date is that a PayPal member has been registered on, but it doesn't show what country. Does anyone know if there's a way to find out without making a payment to them?

If it were me I would just Google the email address to try and figure out more info on the person. But there is probably an easier way to find out.

If IJM has an email header, could he find out that way?
