Paypal Phone Verification Question

I don't know if this is the correct section to post this but I am new so forgive me. I need to know if it is all Paypal accounts that require phone verification or just premier accounts? Also how would a non resident overcome this?

I would very much like to open a US or other Paypal account. I am not resident in the US. Any info would be gratefully received.
