Same happening to me on a <30 day account. Some immediately available some not. All mine is BIN immediate payment req. Another acct. <30 days and it holds every payment same deal. Oh well I'll take it anyway. It's all good that I can even sell again.
From the 3 mos or so I have been here all I can say is EB and PP don't have anything set in stone.

I think this is how it is now. I have some new accounts that release immediately for some sales and some sales hold until feedback/tracking/etc and some that release after 21 days. Mostly random.

As long as things are selling and the money gets to the bank eventually then whatever.

This thread is a very good example of how things change quickly.

This is an older thread brought back to life by Joe and it shows and proves why people need to be on here reading and participating because things change constantly.

I have accounts with 10 feedback getting no holds, I have new accounts with not a single hold and no feedback yet, I have 80 day old accounts holding some money and not others.

Its random! Like everything with eb/pp... Concentrate on what you can control. Provide good Products, good service, great packaging, fast shipping, competitive prices and holds will not be an issue very long.
