PayPal withdrawal to bank account under different name

My PayPal account has been limited for more than 180 days and it has about 2500 USD in it.

I wanted to withdraw it to a friend's bank account. The bank account holder's name is different from the PayPal account owner's name.

I heard that some banks will accept ACH deposits from PayPal although the names might now match. What is the risk inherent here?
