Safe to add an AVS VCC with a different address than the bank account on paypal

I have a stealth paypal account.
The bank account has an address in Chicago.
Is it safe to add an AVS VCC with an address in Canada?
Same name, just different address.

I want to add the VCC to have my address confirmed for ebay purchases.

It's a stealth US paypal account with a US VBA.
