Paying with paypal??
 

I am trying to purchase a few things off ebay, but randomly today and yesterday Paypal gives me this message:

''This payment cannot be completed and your account has not been charged. Please contact your merchant for more information.''

It has nothing to do with funding, as i have over £3100 in my paypal balance.

Am i missing something here? has anyone else been getting this?
Now thanks to this, im going to end up getting non paying bidder strikes...:doh::rant:

This seems to be happening with everything i try and pay for thats over £50.00:mad:

I got this when I tried to pay for a hotel room and some clothes today, yet some fairly large purchases from a web company went through fine. I also thought that it might be due to value but even a really cheap item of clothing as a test didn't go through. The account was unverified though and I have never seen in on a verified one, and have had it previously on other unverified accounts. Is your account unverified?

I would avoid that, especially in my case... I know that they would shut me down in a second after reviewing one of my disposable accounts. :pound:

I'm just going to withdraw the cash instead...

its damn annoying, my account is verified.
I have tried another account that is not verified and it works on there for small purchases.

I also dont think i will be contacting paypal :shhh:

Same situation here. I had this problem with a few recent accounts. Well, 1k, 3k, 5k, 7k. I guess the PP balance must sit there for a long time, like 1 or 2 months without problem and then safe to use (for outside eBay transactions). If not, they will place a hidden limit that block all going out transaction over $50.

@Bunneh, the seller to whom you are sending money is reputable too? Strong pp account?

And how the heck is a buyer supposed to know the "strength" of a seller's PayPal account? And why would it matter? It would make no sense for PayPal to block transactions to a seller simply because they aren't "established"

In any case, it makes no difference... you get this error even with big retailers.

So, don't use the balance to purchase anything? even physical goods /digital items/ sending money . Just withdraw to bank. Is that what you say ?

If you are able to spend it and have something that you would like to purchase, go ahead. Otherwise, withdrawing has been the solution in every case where this has happened to me, yes. If I can't spend it, I will just withdraw it... they don't block withdrawals like they do when you try to spend the cash.

So the point is, I always get my cash, and will always find a way around the stunts that PayPal tries to pull.

same problem i found recently from paypal.i sent an item and paypal do hold money for 21 days:Dfunny selling
after funds available try to buy a bracelet from ebay and it was success purchase but after 1 hour i got this massage from paypal
out anti fraud system realize that this purchase is unauthorised so we will reversed you payment to you account!
but they did not limited or destroy my account'
i did call to them and after 5 min holding they said your account have had no problem
and try your purchase after 24 hours .i did my purchase again but still same action from them
i think paypal is dead .

I think paypal is fine.

You are from IRAN, a country that I understand has no paypal.

Your account will look 'strange' to paypal. They will protect themselves.

yes i know my count has no paypal in list.but me use server to log in to my acc and have american paypal acc.

Then sadly you have troubles for the account.

I do not know how long you have been using paypal.

paypal do not like proxies,TOR, VPN, VPS.

All these can mean trouble.

so what is your recommendation? today paypal limited my account and ask me cc statement and proof address and id card and they hold all my transactions(about 5)

I have encountered this same issue many times and there are a couple of reasons why:

the most common reason i encountered this after researching was that you received too much money in a period of less then 7 days and your account must cool down for it to be able to send big chunks or pay for big stuff on the internet.

1. you received too much money in less than 7 days.
2. your account has a buyer limit even if its verified with a bank account and credit card.
3. your account has been flagged by the system for account transaction reviews ( yes, paypal will review your account for attempted purchases and if something looks funny say goodbye to your account.
4. you paid for too much already in 1 or 2 days.


How to fix this problem?

1. Pay in small parts or just wait a day or a couple of days and it should let you pay for a big item.

Keep in mind that all this is based on my experience and from researching the problem and the staff at paypal on there forums says its a paypal security block and they cant overide it.

Of course if you have a big business and are on the no problem list for paypal like probably some big bank then you wont have issues I think. You just have to find a way to get what you want.

the interesting problem i have these days i sell something in ebay and pp hod 21 days now buyer received that item!
but issue is paypal dont let me buy from ebay atall.they reversed mt 60 usd today?
i think paypal upgrade they security system what do you think???

Use a separate pp for buying - dont mix your sales and purchasing ashi - that's a first step to consider

If your new to ebay or you can be old also paypal has a right to put a 21 day hold. If tracking shows delivered the funds get released 90% of the time in less than 7 days. If you want to sell and cant wait for the 21 day then paypal is not your friend. If you want to sell and can wait then make sure you got the product in hand and money for shipping fees.

Paypal upgrades there system every year with new twists. Stealth still works you just have to know what your doing. Even the big guys lose sometime, but the important thing is you got backup soldiers to win the battle and the war. Business is only closed if you cant afford and have no profits. There are other ways to sell in ebay, but you need to have a high ranking ebay account. For us small people just got to stick with paypal.

Have 250$ on Paypal account ! Have been selling on ebay ! Old 5 months or so ! and after more than 20 days of reicivment of money I still am unable to do some spending on ebay ! I got this :

I tried to pay "manualy" to the guy ! But I goot in a kind of gap ..

After I review the page and click PAY button i get redirected AGAIN to review:

and when I click PAY again ... I again get redirected to rewiev the paymen (previos uploaded picture)

fort and back .. forth and back ... kind of glich or whatever it is preventing me to do any kind of payment ! (not just on this 75$ payment but I am unable to pay 2$ item on ebay) !!!

This happens sometimes to some of my accounts ! I dont know why !
and while I am unable to pay .... sometimes it let me trough to pay like around 40$ (some item on ebay) and again after that I am unable to spend even 1$ ... !!??

and whats more strange ... on one of the accounts I was unable to pay anything ... (ebay, some services online) but I managed to pay GoDaddy hosting !!??

I even tried to pay for 2$ item ... CAN NOT !

So it is not like 50$ limit coz 40$+2$=42$= can not !

It has to do something with purchasing limit also ! I think it is some automatic script programmed with some ****ty formula involving all this parameters wich they call "risk factors"! And at the end resulting all this !

Just imagine like this : That account is got fked up for manually pending review. You know what, limitation await.

I have the same problem here.. I decided to check PayPal forums and there many posts and thousands of people with this same problem while buying.
I bought 3 things today of $0.99 for my iphone when I went to pay $1.68 for an bumper it showed me this error message.

Same issue here, haven't really investigated it much but the only way that I am able to pay for item at the moment is by asking the seller for his paypal email after winning the item.

It seems LOTS of new users are having this issue lately after searching around the net, but the cause is not really known.

You often get limited if you try to purchase an item too many times in a row with this "error", so proceed with caution.

At least you can send money to him.. I can't even send personal payments too :S

Same **** in here .. cant pay nowhere ... will wait 8 days and see if something is different !!??

Now I can "pay" for the item.. and etc, but when returning to eBay to click in "Confirm and Pay" buttom.

It shows me the following error:
"We were not able to process your PayPal payment because of a restriction on your account.
If you encounter this message more than once, please contact PayPal customer support for further assistance.
Error code: 70094 13113"

I took a look in my account and haven't found nothing about restriction, seems like a hidden limit.


Edit: I just tried buy a game in Origin.com now for $65.69 and it worked, but I still can't pay for the $0.99 item on eBay. :S

Don't think so.. I tried to buy the same game in Origin yesterday and it didn't worked (same errror message), but today it suddently worked. Who knows...

Same thing a while ago happened to me !
I was trieing to buy some products online from different shops and sellers (Paypal accounts) and I was rejected on like 4-5 of them !
And suddnely on 6th order got trough !!!

So ... this is not limited strictly with one side (my) .. since I am able to spend it somewhere !
and it is not about the ammount .. becouse I managed to spend like 60$ and before was trieing on 50$ or lower !!! :attention:

I tried to pay for the $0.99 item now and it worked, only God knows what is going on into PayPal pants :/

What sites are you using?

I used VPN always .. anywhere ... still some have limitations while others dont ...

Today I paied from one of my PP accounts (send those 75$ to other PP acc) and I acessed via VPN (as I do regulary) !!!
But after that I was unable to pay anything again ... on ebay etc ...
I think it is defenetly some 7 day restriction .. since I was able to send $ after 7 day period !
I think they restrict number of transactions per week (as per day) and it is all connected to who you pay . .waht ammount etc ....
I will try tomorrow again !
If unable .. will wait 7 days again !

I can definitely vouch for this now. Paypal seems to be putting up some sort of limit on newer accounts that prevents you from buying items from merchants over a certain amount (or in general) if the funds are received in less than ~7 days of time. While this limit is active, I can still send funds directly via "Send Payment".

If you get a error saying "You must add funds to your Paypal account" when trying to send a payment to another Paypal account directly, that means your account has been placed on a temporary 24 hour hold pending a review. After 24 hours (sometime less), that hold will either silently go away and letting you send payments again or your account will be limited if a paypal rep reviewed your account and didn't like you.
