Default paypal policy

I was reading up on the new policies being implemented by paypal and curious if you guys think it will effect stealth accounts even more?

Section 2.3 is being amended because we are making changes to our customer identification program. The section will now read:

2.3 Identity Authentication. You authorize PayPal, directly or through third parties, to make any inquiries we consider necessary to validate your identity. This may include asking you for further information that will allow us to reasonably identify you, requiring you to take steps to confirm ownership of your email address or financial instruments, ordering a credit report, or verifying your Information against third party databases or through other sources. We may also ask to see your driverís licence or other identifying documents at any time. If you use certain PayPal Services, federal law requires that PayPal verify some of your information. PayPal reserves the right to close, suspend, or limit access to your Account and/or the PayPal Services in the event we are unable to obtain or verify this information.
A new Section 2.4 is being added which states:

2.4 Credit Report Authorization. If you open a Premier or Business Account, you are providing PayPal with written instructions and authorization to obtain your personal and/or business credit report from a credit reporting agency. You are also authorizing PayPal to obtain your personal and/or business credit report: (a) when you upgrade your Personal Account to a Premier or Business Account, (b) when you request a product for which PayPal requires a review of your credit report, or (c) at any time PayPal reasonably believes there may be an increased level of risk associated with your Premier or Business Account.

They've always had this. They just freshened up the legal jargon to cover their behinds better.

I don't think it will affect stealth accounts any more than they have now.

Truth is, paypal knows that they cannot stop us all. And have burned too many LEGIT bridges in order to take the time and truly verify us all. And if they cut off too many of us, thats a large chunk of their revenue.

This is the basis of many posts in the forum - Section 2.3 isnt new and is not affecting folx who are smart in their activities
