Questions about PayPal "Item Not Recieved" claim that I recieved
 
Early in October, I sold an item worth $50 to a user on ebay. I usually only ship Priority mail, but they requested that I use First Class International. (I still put a tracking number, but was informed by the PO that it wouldn't be scanned after leaving the post office. The tracking does say when it left the origin post office.)

I am in NJ, USA and the buyer is in Canada. They are claiming that they did not receive the item yet. They informed me of this on Thanksgiving night, so I could not call the post office until yesterday (Monday). I initiated several long calls, and was told repeatedly that since it is first class, they would not search and find out if the package is lost or held up somewhere because "there is no estimated timeframe for it to arrive."

My seller just opened an Item Not Received case in Paypal. Where should I go to respond, and how likely is it that I will be forced into giving a refund? I am only a private seller, and really can not afford to lose both $50 and an item worth $50 (which I have no idea if they even got it or not, let alone where it is. All I know is that USPS assured me it would be delivered.)

No offense but it sounds like ebay isn't the place for you. You should have a tracking # with delivery confirmation. If you rely on USPS assurances then you don't know the system and if you can't afford to take a hit of $100, ebay isn't for you.

I have won cases like this in the Past, just find all the proofs scanned it, create a very detailed pdf (delivery time, proofs, prices, tracking number, weight), upload it somewhere and explain everything.

Sounds like this is going to end up as a $50 lesson for you. No tracking equals no delivery in the eyes of ebay.

sounds like they intended on scamming you from the start if they requested the cheapest shipping method.

You lost the money & item. First Class mail tracking isnt a "tracking" its a customs label number and it never resolves to anything close to a delivery in the end.
