Paypal Australia - account limited

Recently I bought an item from Rakuten Japan ... an e-bay merchant.
They made a mistake and I had to request a large amount , e.g. $a 1000 to be reversed, ironically I never saw it in my pay pal account. Immediately after that incident Paypal limited my account to almost zero because of too many reversals. As you will understand writing about this and explaining is not use, one must be talking to robots. Anyway they refuse to lift
the limits , the account is no use to me now. E-Bay wants their seller
fees and I told them that my Paypal account is permanently limited and e-bay is not use to me. Talking to another brick wall.
Can someone give me an idea how to break the tries with both companies?
