looks like you are in the same boat as mine, except that I'm still receiving money. So can you still send payment? like purchasing postage/printing shipping? And how many transactions did you make? Is it over 200?

reza, this honestly differs for each account.

It's paypal.

Too rare to have a rule of thumb.

What stops your supplying ID?

i have already used my ss & EIN on suspension paypal accounts

I did 100-$1500 in jan, 99-$1700 in feb
I have other accounts where the message has poped up on paypal but they are still letting me accept money etc. Account is not suspended i can still withdraw money just cant accpt
Seems the start asking questions once you got over $1,500 a months (thats roughly heading towards the $20,000 mark)

FYI accrording to IRS you need 200 transaction AND $20,000 for it to be compulsery to get 1099

It depends on your history with PayPal. If you have been a seller for two months no wonder. If you have been a seller for 4-5 years. Different story. It is not that cut and dry as "in general". Past performance and behavior is assigned a category of risk by PayPal. Think of it like a "credit score" it is based on past performance and history.

Also depends on your comfort zone - there is not rule per say - experimentation will lead to a good general operating style for you
