Which country are you specifically wanting to deal with? Romania? Doesnt seem clear that you want to work with Romania PP.

1. Have you EVER had a pp account before in your country? What experience did you have with it? Limtis and such.

Yes I had a personal paypal account, but I have received too much funds, they asked for a lot of papers, i provided cause was my personal paypal address, they have asked for some copyright, from a game I wasn't able to provide so they closed my account.

it was pretty ok, i mean i didn't have a license to use that game for making my money.

anyway, i don't see like a big problem, so I am planning to open a business for gfx, and to use that for receiving money from my clients but I want to make sure that I have all papers ready to give them those, and let me alone, at least for a while.
Before that I had no problems, and i had that account for almost a year

There you go - receiving too much, too quickly is one of the flags.

Limits imposed will depend on your country and how you verify it.

I dont quite understand your term "gfx"...sorry...

If you register a business, you could open a paypal account the name of the business but limits will probably depend on the level of verification that you provide. These details should be available on the payapl site for your country.

Well done for doing business with graphics.

Word of caution though. Are you using your own site or going via other sites like fiverr, mycheapjobs and such?

Let me know

I will use my own website

Excellent.

As well as paypal, you should think of another payment processor.

Dont restrict yourself to just paypal.

The account will still have the issue of limits.

There will still be problems from your customers. Their accounts may damage you.

You should try to present to paypal an account as trustworthy as possible.
Ideally it should be fully verified and confirmed.
