Cannot print shipping internaitonal label says to add funds?

It says to add funds when I try to print a shipping label from my account balance for internaitonal shipments, but local shipments have no issues. What is the issue?

Without meaning to be patronising, is it possible that you do not have enough funds in the account to fund the international postage cost where as you do have the funds for domestic postage costs.

Funds are likely under holds still - do you have a credit card added? Possibly use that as funding source.
