Refund on paypal escalated claim
 
Can the buyer close the case once a claim has been escalated or it can only be done by paypal?

Buyer may close a case as long as seller reached agreement made any resolutions necessarily to satisfy the buyer.

If seller doesn't reach agreement than ebay takes over, are you passed the point of seller resolving anything ?
