The trick is to keep a spreadsheet with you accounts and keep track of the sales you have each month on you accounts. That way you can decide if you are selling too much on an account. I have found that the max you should have for a year is between 17-18k.
Just because of seasonality my accounts usually start with slower sales the first half of the year then heat up towards the end. But if you get the Tax Id reminder every time you log in early in the year. It is kind of a heads up you need to slow things down for a few months. Just because you get the initial request it isn't an account killer. However, it does mean that PayPal thinks you are going to go beyond the 20k limits and you need to slow down.
