I would message the seller through eBay and tell him I was not satisfied with the product, point out a couple of whatever the issues are and ask for a refund. I'd add that I would NOT leave a negative if he agrees to the refund, but if not that I would open a case with eBay and then leave a negative.
Lastly, I can only say that if this is a SOLID account and I was selling on it, I would not take the risk of bringing scrutiny to it for $12. It costs me more than that to set up an account. I know this is ANNOYING, I've been there and done that. But every decision I make is a BUSINESS decision, based on what I feel is best for the account overall.
