Are there still VBAs working for CA PayPal?

Just wondering because my Canadian paypal has an AVS VCC on it but no bank. Is there still a large risk of limitation without it being verified?

All the other sellers say that it's very difficult to verify a Canadian PayPal now.

Standalone. I live in Canada and access it with my real IP.

@dogf, why dont you make it simple and get it verified with a real Canadian bank account? Not to get into your biz but are you having bank problems?
