Virtual CC will confirmed the pp and lift limits. Technically, you should use a VCC that has some funds for the test charge - can be used on eB too if it has balance to pay seller fees

BBT Bank & TD Bank for almost a year with no issues what so ever. Can even open more accounts online. Benefit to TD Bank is you can get debit card immediately if you open at a branch rather than online. Good luck!
