Paypal investigating money I sent to someone else?

I bought on an eBay auction and sent like $800, PayPal froze the transaction and it said waiting for sellers response. Now seller responded and it says waiting for paypal. What reasons do they do this? and what happens? Are they trying to prove the seller I paid is legit or something?

Yeah I'm getting this too it says PayPal is "randomly" picking a transaction to investigate into.
