I forgot to mention that I'm looking for buying some US ebay and paypal accounts, in working order, so that I can start again selling.
So, once I've got new US ebay and paypal accounts verified (bought online on this site), my question is then:

Look at Payoneer, or look at opening a US bank account. Two best options. Need to be in the US to open a US bank account
