Paypal Error " Sorry , we cant send your payment right now"
I can send payment to USA account , but i can't send to international account .
i have remove vcc and add another vcc , payment still can't send to international account .

wait 24,48h sometimes wont work you may need to wait 6.8days

I got that last time when I removed a vcc and add another one.

Not sure, but I think they do random review on accounts after adding VCC/VBA.

Be patient and wait - don't remove and add too much.

First start by 1) is your pp verified? 2) some pp`s have glitches so waiting 24-48 hours is a good move

It may be rumor, but is from my empirical testing too.

This occurs when I add a new VCC, sometimes they ask for identity verification.

Not in other occasions so far, to me there's some correlation, so I think there is a high chance but not 100% sure.

Wait for 24 hours and do not send or receive payment during this period and after that you will able to send funds,

@invince, if you are getting this with the VCC, what kind are you using?
