Default No limittation but still can't buy

Hi

My stealth account work good to date, I'm withdraw money (around 45 USB) 2 or 3 times to virwox.com, last week. Yesturday I try did it again, but PP says "We can't process yout order right now, return to merchant" (or something like that)
I return to my account , I think I got limittation , but everithing is OK. Today morning I try it again , but still have same message ...

What's wrong ?

I'm newbie in PP world ... is that normal ?
I have more than 100 USD balance , and verification, no limittation .

It sounds to me like a glitch. Try again in 24 hours.

It is usually a gltich.

If you wait 24 hours ( a second time) and try again, chances are high you will have success.

I found the problem. I get email from PP, they says:
"You have received a payment that we believe may not have been authorized by the PP account holder...."

I open Resolution center , and fill the form, and choose option: "I don't send the order and I ready to refund the money"

24 hour is gone , but nothing happens. The money is still is held status. I can't refund it manually. "Your account has open issues"

My question is: can I try start withdraw, the other part of my balance ? Or I will get limited status , because PP think I flee my money.
Or I'm wrong ?

Have anybody experience whit this situation ?

Hello,
Follow below steps:

Go to PayPal Account > Contact us > Select Negative balance and Limitations and then Select > Negative balance and tell them that you want to refund that Transaction id.

After 24 hours you will receive a reply from them...

Use above method to resolve your issue fast or call for rapid solution.
