As we know paypal is many things. (Not all nice & at times not all bad.)
You could have a paypal account that is neither verified ( no bank account attached) nor confirmed ( no vcc that lifts monthly limits & sorts address).
What do you then have?
A paypal account that has little credibility with paypal.
Sensibly the account might only handle $500 as a monthly limit. That reduces what is easy to do.
paypal may reach out & limit one of those transactions where you are merely trying to get your own money.
This is how I see the issue. For the sake of a bank account you can not work properly.
BUT, because we always have workarounds, you could verify the account with a VBA.
then you have achieved two things.
You improved the standing of your account AND
you could spend the money as you wanted.
