I create A lot of accounts. I do 1 pp and ebay per day, and I have noticed certain changes over the past few weeks. Others might disagree, but I think both ebay and paypal are trying to make it harder for stealth users.

Let me ask, on the account you had trouble with, was it an account with a strange or unusual last name?

I have noticed that on accounts with common names, I've had less trouble. Perhaps the automatic verification process has trouble with names that are common, but if it can't find a match in the city you use, it may cause problems.

Just a theory.

If it declined the card, I would move on and make a new account. Too much trouble to risk them limiting the account soon after startup.

Corleone, a little while ago I did a name search on the most popular names in the US and I agree with you. It is much harder for them to verify a more common name than a rare one. Just by the number of choices. I also agree that it is getting tougher every day. Which means we just have to remain vigilant and stay one step ahead of them.

yes 100%.

I've made a practice of using large cities, with the most common names. If there's 100 people in that city with the same name it becomes much tougher for them to verify.
