Does the name you use on CC have to match the address you use? HELP!!!!!!

My ebay/paypal accounts were recently suspended and im trying to get back on

My question is that when im making my new paypal account, does the name I use have to match the address I put down, or is there no way for them to confirm that?

Obviously the name I use has to match the name on the CC# but can they track that to the billing address and see if thats the same address I used for paypal or not

Most definitely Paypal/eBay check the billing address associated with the cc. I suggest you read the stealth book as it shows you how tiger back on and stay on.
