VCC Help

Hello, I have a good amount of money on my US PayPal but I can't send any money as there is a limit. If I buy a VCC will that guarantee that the limit will be lifted. And how does a VVC exactly work?

Do you have a Bank Account to withdraw your funds? Or do you just need the VCC?

Both can go down due to linking like this...just verify THIS pp with a bank account and withdraw
