Paypal question

I have a paypal that has most limits removed.But not withdraw limit.Which is 500 a month.To lift this,it says to add ssn#(which is not possible) or to verify a cc or bank card.Beside the card ,ect the maker of this account used, I added a walmart money card and verified the 2 deposites.My question is how can I lift the 500 limit since this account is stealth>Thanks.

So you havent add the cc yet? gift card or vcc I mean - for confirmation.
