how do paypal link accounts just cookies and IP?
 

I did have a happy 5 years selling on ebay and was a powerseller wth 10,000 positive feedbacks, untill the cold winter in Europe delayed many of my parcels to Germany and with all the resulting cases, Ebay pulled the plug...all they seem to care about is meeting their statistical criteria, and won't give any leeway for acts of god or problems behind a seller's control.

I did create some stealth accounts later, and built those up with good customer service, but I think it got linked eventually to the previous account by cookies, that was the only thing i could think of, as I was changing the IP address and had totally differentname and address details. Ebay do seem cleverer in linking accounts by cookies nowadays.

anyhow all my paypal accounts got linked and closed too, except the last one which I created with the same name, but this time a new computer user account AS well as changing IP. Is this last paypal safe as it went under the radar, compared to my other accounts by using a new user account, or is now toast as it has the same name and address? Thanks

Cookies and IP are just 2 of the ways you can be linked.

There are far more that come to mind...

-Using old information (name / address / phone number / credit card # / bank #)
-Web beacons
-sending multiple payments to old Paypal accounts

I take it 1 step further, I have "Portable" Browsers for each account, no cookie mixing!

We usually prefer to never say an account is 'safe'. No way of knowing what might happen & have the account suspended.

Since the address is the same, that would be enough to link you if the account was ever reviewed manually.

You need to consider starting over again, with everything new and nothing to link you to old suspended info.

It's basically a browser that can doesn't install like a normal program. So for example I use a Portable Version of Firefox and it saves cookies, history in it's own folder. Also you can fun a portable off a flashdrive.

In the case of Stealth, each of my User Accounts has it's own separate Portable Firefox which is installed on my "Personal Folder" (I'm running windows 7 Ultimate).
