Buying used PP accounts?
 
Will it be safe if I buy used unverified PP accounts, and verify it using a VCC?
Will it be limited or be suspicious to PP?

Verified PP means a bank account has been used.

CONFIRMING the pp is with a VCC.

Operating with unverified pp accounts is dangerous as a security risk to pp...not really recommended.

If it is from a forum seller, then yes this is fine.

You will need to add a bank account to PP to verify it, and then confirm it with a CC

If its not from a forum seller I would recommend against it.
